Liaocheng Vocational and Technical College (LVTC), established in October 2000 with the approval of the People’s Government of Shandong Province, is a prestigious full-time public institution. It is renowned for its expertise in cultivating skilled talents within the province and is recognized as one of the first demonstration vocational colleges, as well as a high-quality higher vocational college in the region. Additionally, it plays a pivotal role as the leading institution in the construction of Liaocheng’s modern vocational education system, as designated by the municipal government.

Overview of the College

LVTC is situated in Liaocheng City, Shandong Province, which is widely recognized as “a water city in Northern China, and an ancient city along the Grand Canal.” Liaocheng not only holds the prestigious status of being a nationally accredited historical and cultural city, but also stands as the unique meeting point of the Yellow River and the Grand Canal. Moreover, it proudly claims to be the birthplace of numerous eminent individuals, including Kong Fansen, an esteemed member of the Communist Party of China (CPC).

The college consists of two campuses, namely the North Campus and the South Campus, covering a total construction area of 450,000 square meters. The South Campus exudes a sense of timeless elegance, while the North Campus embodies a modern and dynamic ambiance. With state-of-the-art facilities, extensive functionalities, and a commitment to fostering an intelligent campus environment, the college offers an ideal setting for the holistic development of high-caliber technical and skilled professionals in terms of morality, intelligence, physical fitness, aesthetics, and vocational abilities.

The college comprises 11 departments, including the Department of Nursing, Department of Medicine, Department of Mechanical and Electrical Engineering, Department of Economics and Management, Department of Information Engineering, Department of Architectural Engineering, Department of Tourism Management, Department of Agricultural Science and Technology, School of Emergency Management, School of Marxism, and the Department of General Education. It offers a diverse range of 53 vocational programs, including two programs (nursing, and integrated mechanical and electrical engineering) that adopt the “3+2” training model. This model allows students to obtain an undergraduate diploma upon successfully passing the corresponding exams. LVTC is eligible for enrolling students from ten provinces and municipalities, including Shandong, Shanxi, Henan, Anhui, Jiangsu, Ningxia, Jilin, Gansu, Inner Mongolia, and Guizhou. Currently, the college has a total of 17,000 full-time students and employs 1,130 full-time and part-time teachers (as of June 2022).

Take party-building as the lead to cultivate virtuous talents

Driven by Xi Jinping’s thought on Socialism with Chinese Characteristics for a New Era, the college’s party committee regards party-building as the guiding principle. It steadfastly embraces the path of socialist education and diligently carries out the essential mission of cultivating virtues. This commitment guides our dedicated educators and aspiring students to inherit the spirit of the revolutionary pioneers, shoulder the responsibilities of our era, and has resulted in the development of a unique ideological brand at Liaocheng Vocational and Technical College, centered around promoting the “Culture of Heroes and Models” and upholding the “Kong Fansen Spirit”.

LVTC places great emphasis on fostering virtues based on the “Kong Fansen Spirit”, nurturing ambition through the “Culture of Heroes and Models”, and cultivating the spirit of craftsmanship. To facilitate this, the college has established educational platforms and enriched the range of activities. For example, it has established the Research Institute of Kong Fansen Spirit and Red Ideology, the Yellow River Research Institute, and the Chinese Family Tradition Research Institute, thereby creating a comprehensive educational platform known as the “Four Halls, Three Institutes, and One Path.” In addition, the collegehas established the Law Culture Lecture Studio to implement the project known as “Law Nourishing LVTC” and has set up a Psychological Counseling Studio to implement the project of “A Caring LVTC”. These initiatives contribute to the establishment of a comprehensive educational framework where every individual serves as a guide in matters of politics and ideology, every moment presents an opportunity for education, and every site serves as a venue for nurturing talents.

The Department of Ideological and Political Theory (now the School of Marxism) has been awarded the honorary title of “National Advanced Grassroots Party Organization” by the CPC Central Committee and has been selected by the Ministry of Education as a “National Model Unit for Party-building”. The college committee of the Chinese Communist Youth League (CCYL) has been awarded the title of “National Flagship Youth League Committee” by the CCYL Central Committee. The school has been approved as one of the first batch of “Red Culture” Inheritance Demonstration Schools in Shandong Province, and has been awarded the title of “Provincial Civilized Unit (Campus)” for 12 consecutive years. It has also won the first prize in the annual performance evaluation of the municipal party committee. (As of June 2022)

Keep a foothold in education while striving for reform and innovation

LVTC aligns with the requirements outlined in the latest Vocational Education Law of the People’s Republic of China and strives to establish a thriving hub for innovative development in vocational education. Our main focus is on integrating ethics and skills, while aiming to enhance the overall quality of talent cultivation.

The college is dedicated to fostering a highly committed and loyal teaching staff who possess a genuine passion for the field of education and demonstrate care for their students. Over the years, teachers and students have actively served as volunteers in prominent national-level events such as the “Two Sessions” (National People’s Congress and Chinese People’s Political Consultative Conference), the China International Import Expo, and the Boao Forum for Asia. Currently, LVTC boasts an impressive roster of teaching staff, including 4 nationally recognized excellent teachers, 1 national-level vocational education teaching innovation team, 6 provincial-level outstanding teaching teams, 2 provincial-level Huang Danian-style teaching teams, 8 Provincial-level Teaching Masters, 4 Provincial-level Young Skillful Teachers, 2 Provincial-level Technical Skill Masters, 3 provincial-level teaching master studios of vocational education, and 1 provincial-level teaching master studio of political and ideological course. In alignment with the development priorities listed in Shandong Province’s “Top 10 Industries”, as well as the development needs of Liaocheng described in the “Ten Major Projects for Boosting Liaocheng in a New Era”, and the “Building a New Liaocheng from Six Aspects”, LVTC has undertaken a comprehensive restructuring of its disciplinary framework. This includes the establishment of interdisciplinary industrial schools that cater to the “4+N” disciplinary clusters, namely intelligent manufacturing, network security, elderly health services, and modern agricultural services. These initiatives are aimed at addressing the needs of ecological conservation and high-quality development within the Yellow River Basin. LVTC has also established a School of Emergency Management with nearly a thousand students, nurturing emergency safety professionals to support the ecological protection and high-quality development of the Yellow River Basin.Additionally, LVTC is also in the process of setting up a range of industrial schools. These schools include New Mair Technology, Sangfor Technologies, emergency management, Haier COSMOPlat Industrial Internet, rural revitalization, additive manufacturing, healthcare, Huazhu Hotels, and JD.com. The establishment of these industrial schools aims to facilitate a close integration between the academic and industrial domains, fostering collaboration and synergy between the professional and industrial chains.

LVTC has achieved remarkable success in various national vocational college skills competitions. For four consecutive years, it has been awarded first place in the Nursing category of the National Vocational College Skills Competition (Higher Vocational Group). Additionally, for two consecutive years, thecollege has hosted and won the first place in the Information Security Management and Assessment category of the National Vocational College Skills Competition (Higher Vocational Group). Furthermore, the college has received over 100 awards in provincial-level and national competitions, among which 10 awards are national-level. It has also been recognized with 2 special awards, 5 first-place awards, and 5 second-place awards in provincial-level teaching achievements. At present, LVTC offers 3 nationally recognized flagship majors and operates 1 national-level productive training base. It also boasts 7 provincial-level distinctive majors, 2 provincial brand-major clusters, and 1 provincial high-level major cluster. Moreover, the college has taken the lead in developing 1 national-level disciplinary teaching resource library, 1 national-level disciplinary teaching standard, and 2 provincial-level disciplinary teaching guidelines. Besides, it has successfully established 2 national-level (resource-sharing) quality courses and 57 provincial-level quality courses. Additionally, the college has received funding for the development of 15 national planning textbooks in vocational education, and 5 provincial planning textbooks in vocational education. Highlight the integration of industry and education to contribute to local development

LVTC is committed to implementing the decisions and plans set by the provincial and municipal authorities, while keeping a strong focus on industrial development. It strives to deepen the integration of industry and education while fostering closer partnerships with local enterprises. The college actively contributes to and aligns itself with the high-quality development goals of Liaocheng, continuously enhancing its capacity to provide valuable social services.

In line with the principles of new development, LVTC has established the Liaocheng Comprehensive Public Training Base for Intelligent Simulation. With a significant investment of 578 million yuan and a vast construction area exceeding 90,000 square meters, this base is strategically positioned to keep foothold in Liaocheng city, while serving the entire province and extending its impact nationwide. Annually, it has the capacity to cater to the training needs of up to 30,000 individuals. As a pivotal initiative in building Liaocheng as an innovative hub for vocational education, the base encompasses a wide range of sectors, including additive manufacturing, emergency safety, network security, cultural tourism, industrial internet, and healthcare. It integrates various aspects such as social training, skills assessment, technological research and development, internships, and real-world production operations. Once completed, it will become a technological hub for regional industrial transformation and upgrading, as well as a technology service center catering to small and medium-sized enterprises. Additionally, it will serve as a practical center for training and cultivating talents with scarce skills to meet the needs of the business community.

Notably, LVTC is also actively pursuing the internationalization of higher vocational education and continuously enhancing its efforts in international exchanges. It actively supports “the Belt and Road” national initiative and has established friendly partnerships with more than 30 higher education institutions from around the world.

In recent years, LVTC has undertaken a total of 924 research projects in various fields, and achieved 14 national invention patents and 207 other patents. Additionally, the college has established over 300 off-campus internship and training bases and has forged stable partnerships with more than 400 prestigious enterprises and institutions. Over the past two decades, through the progressive integration of industry and education, as well as fruitful collaborations with enterprises, LVTC has successfully contributed to society by providing over 80,000 highly skilled and qualified technical talents.
